CEER launches public consultation on the Handbook for National Energy Regulators on Retail Markets
CEER is launching today a public consultation to gather feedback on the proposed key properties and metrics in its updated Handbook for National Energy Regulators – How to assess retail market functioning.
Originally published in 2017, the CEER Handbook was developed as a practical guide for NRAs to evaluate the performance of their national retail energy markets. This review reflects on the latest European energy legislation, including the Clean Energy for All Europeans Package (CEP), the Electricity Market Reform (EMD), and the Gas Decarbonisation Package, ensuring that the metrics remain relevant and comprehensive. The Handbook serves as a key monitoring tool, supporting NRAs in assessing and improving their national retail energy markets.
This public consultation will be open until 2 April, allowing stakeholders such as national regulators, consumer bodies, and market participants to provide their views. The consultation is conducted via a dedicated online questionnaire. No login is required.
