Roadmap to 2025 Well-Functioning Retail Energy Markets

This paper provides a guide for National Regulatory Authorities (NRAs) on how to proceed in the coming years in their path toward achieving well-functioning retail energy markets. It outlines key steps, namely, using the 2017 CEER Handbook for National Energy Regulators to self-assess, using key metrics (via data collection). This is accompanied by workshops and tailor-made training sessions organised by CEER. This is to be followed by updates and continuing self-assessment and gap analysis. The formulation of recommendations based on this gap analysis and the implementation of these recommendations are the next key steps in making progress on these goals to 2025. Annexes to the document contain the initial self-assessment of 22 NRAs to 25 key metrics chosen by CEER.
